饶永超，江苏沛县人，博士，高级实验师，硕士生导师，常州大学石油与天然气工学院能源学院实验中心主任。长期从事气体水合物理论及应用、油气管输技术及氢能利用等研究工作，已发表论文100余篇，主持或参与国家自然科学基金、常州市应用基础计划项目等各类科研项目10余项，获得江苏省科学技术三等奖、中国石油与化学工业联合会科技进步二等奖、江苏省高校实验室管理工作先进个人等荣誉称号。
